Project Controls Manager
Position: Temp to Perm
Location: Reading, PA (Local candidates or those willing to relocate at their own expense)


Purpose:
Manage all Project Controls activities for EPC projects, with an initial focus on LNG projects. Oversee scheduling, budgeting, estimating, risk management, reporting, contract administration, and related services. Candidates must be eligible to work in the U.S. without sponsorship.


Key Responsibilities:

  • Develop and implement project-specific Project Controls execution strategies for multiple industries, including refining, LNG, power, and chemicals.
  • Lead a team of 5, with potential for managing different teams as new projects arise. This is a hands-on role, requiring the manager to be actively involved in day-to-day project control tasks.
  • Collaborate with Project Management on reporting, project control activities, and services.
  • Establish and manage procedures for budget preparation, forecasting, progress validation, and cost/schedule controls.
  • Heavy focus on scheduling using Primavera P6, followed by cost control responsibilities.
  • Oversee cost engineering activities, including cost control systems, invoice processing, monthly reporting, and variance analysis.
  • Lead cost estimating and forecasting efforts, including re-estimates and cost benchmarks.
  • Manage planning and scheduling tasks, including schedule creation, progress monitoring, and deviation management.
  • Oversee risk assessment, mitigation, and contingency planning.
  • Ensure integration across estimating, cost control, scheduling, and risk management functions.
  • Monitor and coordinate project reports, covering progress, cost, and schedule.
  • Manage contract administration, invoice tracking, cash flow forecasting, and financial hand-offs.
  • Provide additional administrative support as needed.


Qualifications:

  • 10-20 years of experience in project controls within industries like refining, LNG, power, and chemicals.
  • Extensive experience in scheduling (Primavera P6 is a must) with a strong background in cost control.
  • Leadership experience managing project teams and controlling planning, scheduling, cost control, and estimating.
  • BS/MS in Construction Management or Engineering preferred.
  • Proven ability to work in diverse cultural environments and lead multidisciplinary teams.
  • Hands-on manager with strong technical skills and ability to actively participate in daily project control functions.
  • Must be able to work in-office 4 days a week (4/10 schedule) in Reading, PA.
